Casino without ID verification in Belgium: what you are really asked for

By Arthur D · Published 6 September 2026 | Updated 26 October 2026

There is no online casino licensed in Belgium where you can play without verifying your identity. Not since 1 May 2025. A site that lets you deposit without asking for anything, while addressing the Belgian public, does not hold a Belgian licence.

That is probably not what you were looking for, and I would rather say it straight away. But the question behind your search is a fair one: what exactly will I be asked for, and how long does it take? Each operator answers it for itself, on its own page: I have put those pages side by side.

I read the verification pages of the licensed operators, the ones in the comparison of casinos licensed in Belgium. Here is what they say.

Online casinos without verification: what changed on 1 May 2025

The change goes further than it looks, because it moves the moment of the check.

Until 30 April 2025, you could register, deposit money and play without your identity being verified. The check came only at withdrawal. Many players therefore discovered the procedure once their winnings were already blocked.

Since 1 May 2025, identity must be verified before you stake and before you deposit. Without it you can do nothing: no play, no deposit, no withdrawal.

The change comes from the law. Article 54/1 of the Belgian gambling act, inserted by the act of 7 May 2024, requires licence holders including classes A+, B+ and F1+, meaning online casinos and betting sites, to identify anyone who wishes to play. It has applied since 1 May 2025.

The rule therefore applies to every licensed operator, and also to accounts opened before that date. An account created in 2022 that was never verified is blocked today. If it has also sat idle, it may have been closed in the meantime: what a Belgian casino does with an inactive account ranges from twelve months to no limit at all, depending on the operator.

Why so many pages still describe the old regime

Because they were written before it and never revisited. That is true at some operators too: the terms and conditions of Oria are still dated March 2023. They still speak of a ‘provisional account’ until a copy of the ID card or passport has been uploaded, with not a word about verifying beforehand. The site does apply the rule, but its contract describes a regime that no longer exists.

That kind of gap is what I record in each of my audits, and it is not trivial: the contract is the document that counts once a dispute arises.

The two ways to verify your identity

Operators offer the same two methods, with very different timings.

itsme, immediate

This is the method operators put forward, and the faster one: verification is usually instant. On mobile the app opens and you confirm. On a computer you scan a code, then confirm in the app.

If you already use itsme for your bank or your administrative dealings, it is done in a minute. The rules each site sets, from when the option is offered to the residence it requires, are in my site-by-site look at itsme casinos.

A photo of a document, up to 24 hours

The other route is sending a photo of an identity document, legible, valid and in your name. The announcement by Golden Palace and Oria lists the ID card, the passport and the driving licence. The law is stricter: it looks first to the Belgian electronic identity card or an electronic residence permit, and accepts a passport only as a fallback. The driving licence is not on the list, so keep your ID card to hand.

The formal requirements matter, because a badly photographed document is refused and restarts the clock. PepperMill sets them out most clearly: front and back, all four corners visible, the details legible. Its team states a review within twenty-four hours at most.

One point of vocabulary, because the opposite is often written: operators ask for a photo of the document, not a reading of the electronic chip. No card reader is needed.

The two other checks: bank account and address

Identity is only the first. Two others may be required, and those are the ones that most often block a withdrawal.

The bank account

It must be in your name. To prove it, operators ask for a photo of your bank card, again with all four corners visible and with the name and IBAN on the same side. If your card does not show them together, which is common, you have to provide a bank account certificate, which your bank makes available online.

Some operators automate that step. Golden Palace now lets you validate a Belgian IBAN in a few minutes with TrueLayer, through your own bank’s website. Until then, the manual check ‘could take a few days’, the operator writes.

The address

This one is not systematic. It is requested in certain cases, and you are notified. The document must be less than three months old and clearly show your name, your address and the date: an energy bill, a municipal document, a certificate of residence.

Withdrawal without bank account verification: why the money stays blocked

This is the most common situation, and the cause is almost always the same.

Your identity is verified, otherwise you could not have deposited. What is missing is the bank account check, required separately and often asked for only at the first withdrawal.

A second possible cause is the review time. A document sent on a Friday evening may be handled on Monday, and that delay comes on top of the transfer itself.

Finally, some contracts allow an enquiry into winnings, whose duration has nothing to do with the advertised commercial timeframe. I have recorded what each Belgian operator states about its timeframes, and what its terms actually permit alongside.

Casino without ID: what a site that asks for nothing really is

They exist, and it needs to be clear what they are.

A site accepting a Belgian player without verifying their identity does not hold a Belgian licence. That is not leniency or a commercial gesture: it is the mark of an operator outside the oversight of the Belgian Gaming Commission.

In practice that means no recourse at all if a win goes unpaid, your documents handed to a party nobody supervises, and no protection from the self-exclusion scheme, because those sites are not connected to it. The licence is the first of the seven points that make an online casino reliable, and the absence of an identity check is its most visible symptom.

It is the same mechanism as with bonuses: when the licensed market cannot offer something, those who offer it anyway are mainly telling you where they stand. I set out what licensed operators offer instead of bonuses, and the reasoning applies here word for word.

What verification also triggers

One consequence is rarely explained and deserves to be.

At registration, your identity is checked against the register of people excluded from gambling. If you have excluded yourself, or if an exclusion has been imposed, registration is refused. That is precisely the point of the scheme, and also why it only works on licensed sites. Who can be on it, and how to get off it, is set out in what the EPIS list involves.

Put differently: the check you were trying to avoid is also the one protecting players who asked to be protected.

Licensed casino or no verification: the two-minute check

Before sending a single document to a site, run these three checks.

  • Look for the licence number in the footer, then find it in the Belgian Gaming Commission register. If it is not there, deposit nothing.
  • Check that the site offers itsme or document upload. A licensed site cannot do without them.
  • Open its terms and conditions and search for ‘verification’. If the text describes a check only at withdrawal, it has not been updated since May 2025.

Those three points also weigh in my audits: their share of the score is set out in the scoring scale behind my audits.

Frequently asked questions

Is there an online casino without ID verification in Belgium?

No, none among the licensed operators. Since 1 May 2025, identity must be verified before depositing and before staking. A site that waives it does not hold a Belgian licence.

I am not Belgian: which document can I use?

An electronic residence permit or a foreign ID card with a chip. The law also accepts the electronic registration certificate. A passport, or an ID card from another country in the European Economic Area, is accepted only if electronic identification is not possible. Each operator also sets its own registration conditions.

How long does document verification take?

Up to twenty-four hours at operators that state a timeframe. A badly framed or expired document is refused and restarts the clock.

Why is my withdrawal blocked when my identity is verified?

Because the bank account is a separate check, often requested only at the first withdrawal. The account must be in your name, and proof goes through a photo of the card or a bank account certificate from your bank.

What do you risk on a site that checks nothing?

No recourse if a win goes unpaid, documents handed to an unsupervised party, and no protection from the self-exclusion scheme, to which those sites are not connected.

Does an account opened before May 2025 fall under the rule?

Yes. The rule also applies to existing accounts. An older account never verified stays blocked until the check is done.

Sources and limits

This page describes what licensed operators publish and apply. Practical details can differ from one site to another, and an operator may request an extra document in a particular case. It carries no commercial link at all, unlike my audit entries, and that is deliberate.

If a procedure has changed or you spot an error, write to me with the page concerned.
